(Mark Haddad, August 6, 2012) Since I drafted my weekly report last Thursday, several items have come up that I would like to add to my Town Manager’s Report during tonight’s Selectmen’s Meeting. I would ask the Town Clerk to add these items to the posted Agenda (I have attached an updated Agenda to this email for posting requirements).

1. Speed Zone on Farmers Row – Attorney Bob Collins and Chief Donald Palma contacted me on Friday and asked to come before the Board to discuss the proposed school zone speed limit on Farmers Row at the Groton School. As Attorney Collins discussed at your last meeting, he has completed some additional research and would like to present these findings to the Board.

2. Course Improvement Fundraiser – As was the case last year, the Groton Golf Association is holding the second annual GCC Fund Raiser Golf Tournament on Saturday, August 18, 2012. The entry fee is $90 per person which includes green fees, cart, gifts, prizes and awards dinner. It is an 18 hole shotgun scramble. Registration deadline is Saturday August 11th. Registrations are accepted at the Pro Shop at the Groton Pool and Golf Center.

3. Field Training at Groton Gun Range on Cow Pond Brook Road – The Police Department has two reserve officers that now need to begin field training and need to qualify. A new academy class is about to commence and a second will start in late August. This combined with departments trying to qualify officers has put range time everywhere at a premium. To that end, the Chief would like to qualify two (2) reserve officers at our range on August 9, 2012 from 0800-1200. It should take far less than that, but the Chief wants to be sure there is adequate time. He is seeking BOS approval to do this so we can move these officers into a training mode.

4. Ratify Special Police Officer Appointment – I have appointed Officer Charles DiRienzo of the Concord Police Department as a Special Police Officer. I would respectfully request that the Board ratify this appointment at Monday’s meeting.

5. Non Conversion of Chapter 61 Land – Calvin Moore owns property on Snake Hill Road. The Town of Groton has designated this land as forest land under MGL, c. 61. Mr. Moore wishes to transfer this land to his son, Todd Moore, for the purpose of Todd Moore constructing a residence for himself and his family. Pursuant to MGL, c. 61, §8, this transfer shall not be considered a conversion and falls within the exception provided for in this section. Therefore, the land is not subject to a Right of First Refusal. I would respectfully request that the Board approve and sign off on this exception at Monday’s meeting.

6. Ratify Appointment of Thomas Sangiolo to Great Ponds Advisory Committee – I have appointed Mr. Sangiolo to the Great Ponds Advisory Committee with an expirat
